Product registration in Dubai is the first step before any regulated product can be imported and sold in the UAE. Viora handles product registration and shipping to Dubai as one service: we confirm which authority your product registers with — Dubai Municipality, the Emirates Drug Establishment (EDE), or MOCCAE — prepare the documents, track the approval, and then ship and clear your goods once registration is in place. One team covers product registration, freight, and customs clearance, so your shipment isn't stuck at the port waiting for paperwork. For medical and pharmaceutical products, this sits alongside our medical shipping supplies and logistics services.
Product registration is the approval a UAE authority gives to a product before it reaches the market. The authority reviews the label, ingredients, and safety or test reports to make sure the product meets UAE and GCC standards. Customs checks registration status when a shipment arrives, so an unregistered cosmetic, food, supplement, or medical product will be held at the port. Registration protects consumers, lets retailers and pharmacies list your product, and keeps every future shipment to Dubai moving without delays.
Typical product registration time with Dubai Municipality through Montaji when documents are complete.
Longer review for supplements; products with medicinal claims go to the EDE instead.
Lower-risk medical devices take weeks; pharmaceuticals and higher-risk devices take several months with the EDE.
Most product registrations are valid for five years, then renewed. Changes to formula or label need an update.
Any company that imports, manufactures, or distributes a regulated product in the UAE needs product registration. That includes international brands shipping to Dubai for the first time, importers and distributors bringing in new product lines, e-commerce sellers stocking a UAE warehouse, and local manufacturers launching a product. Registration is filed by a UAE-licensed company, so foreign brands without a local entity register through their distributor or local agent — we can coordinate that for you.
Cosmetic product registration covers skincare, haircare, makeup, perfumes, and personal care products, reviewed for ingredients, labelling, and safety. Food product registration covers packaged food and beverages imported into Dubai, with label and ingredient checks against GCC standards. Health supplement registration applies to vitamins, minerals, and similar products without medicinal claims. Detergent and disinfectant registration covers cleaning and household chemical products. All of these are filed with Dubai Municipality through the Montaji portal, and some products need lab testing before approval.
Medicines, medical devices, in vitro diagnostics, and supplements with medicinal claims register with the Emirates Drug Establishment (EDE), which took over from MOHAP on 29 December 2025. The company is registered first, then each product under it, and every shipment also needs an import permit filed against that registration. Read more on our MOHAP registration (now EDE) page, and see how we clear each consignment through our medical shipment & clearance in Dubai service. Pet food, animal feed, and pesticides register with the Ministry of Climate Change and Environment (MOCCAE) instead.
Most registration consultants stop at the certificate, and most freight forwarders start at the port. Viora covers both. We plan product registration and shipping to Dubai together, so the shipment leaves origin only when registration is approved, and the documents customs asks for are already matched to the cargo. We handle air freight and sea freight to Dubai, warehousing, and door-to-door delivery across the UAE. Viora works with your registration holder or our registration partners on the filing itself. Contact us with your product list and we'll tell you which authority applies and how long it will take.
Product registration in Dubai is the approval a product needs from the right UAE authority before it can be imported, sold, or distributed. The authority checks the label, ingredients, and safety documents, then issues a registration certificate. Customs uses that registration to decide whether a shipment can be released.
Cosmetics and personal care products, food and beverages, health supplements, baby products, detergents and disinfectants, pet food, medical devices, and pharmaceuticals all need product registration in Dubai before they are sold. Some general consumer goods, such as toys and electrical products, need conformity certification instead.
It depends on the product. Dubai Municipality registers cosmetics, personal care products, food, plain health supplements, and detergents through the Montaji portal. The Emirates Drug Establishment (EDE, formerly MOHAP) registers medicines, medical devices, and supplements that make medicinal claims. The Ministry of Climate Change and Environment (MOCCAE) covers items such as pet food, animal feed, and pesticides.
Not for medical products. Since 29 December 2025, registration of medicines and medical devices, and the import permits that go with it, are handled by the Emirates Drug Establishment (EDE). Registrations MOHAP issued earlier stay valid until they expire and then renew with the EDE.
Roughly two to four weeks for cosmetics and food products with Dubai Municipality, four to five weeks for health supplements, four to eight weeks for lower-risk medical devices, and several months for pharmaceuticals. Missing documents or lab tests are the usual reason it takes longer.
Most Dubai Municipality product registrations and EDE product registrations are valid for five years, after which they must be renewed. Any change to the formula, label, or manufacturer usually needs an update to the registration.
Usually a UAE trade license covering the activity, the product label and artwork (with Arabic where required), the full ingredient list or formula, a certificate of analysis or lab test report, a free sale certificate from the country of origin, and the manufacturer's details. Medical products also need technical files and GMP or ISO 13485 certificates.
You should not. A regulated product that arrives without registration is held at customs, and storage charges build up until the registration is approved — or the shipment is re-exported. We plan product registration and shipping to Dubai together so the cargo arrives after approval.
Yes. Product registration is filed by a UAE-licensed company, usually the importer or distributor. Foreign brands that do not have a UAE entity work through a local distributor or agent who holds the registration for them.
